Connecticut DCP News: Applications for Provisional Liquor Permits

RE: Applications for Provisional Liquor Permits

The Department is changing the approval process for provisional liquor permits effective immediately. The Department will no longer approve the issuance of provisional permits subject to receipt of outstanding application documents. Instead, the application will be submitted for provisional permit approval once all documents have been received. If approved, the provisional permit will be immediately issued by the Department.

 

All applicants are encouraged to submit full application packages when applying in order to expedite review of the application and the issuance of the provisional permit. Delays will occur when incomplete applications are submitted. The Department will continue to send deficiency notices to inform applicants what documents are needed and how to correct any errors.

There will be two limited exceptions to this policy.

First, the Department will issue provisional approvals without all documents when the new application is resulting from the sale of an existing permit premise. In these instances, the Department will issue a provisional approval subject to the appropriate requirements. Second, the Department will issue provisional approvals when the applicant can demonstrate extenuating circumstances that make it unduly burdensome to wait until all documents are submitted. In either of these circumstances, a statement to the Department from the applicant to explain the situation would help our staff expedite review of the application and the issuance of the provisional permit.
